Communities across the U.S. are being asked to host large-scale clean energy projects. But too often, these decisions are made without local voices at the table.
Developed by the Climate Democracy Initiative, Community Visioning 2030 (CV30) is a planning model that equips rural communities to lead conversations around energy development, land use, and community benefits.
The CV30 model is built around a five-phase process, led by community partners and guided by inclusive facilitation:
Build a representative working group that reflects the community’s full diversity.
Surface shared values through workshops, listening sessions, and surveys.
Bring in data and case studies to help communities set realistic expectations.
Train residents to negotiate Community Benefit Agreements (CBAs) and influence siting decisions.
Support new local leaders to sustain the work long after CV30 concludes.
